NF-315-9423-009 Latin-5 (Cyrillic) now allowed in identifiers

  A new switch (-gnati5) specifies that Latin-5 (Cyrillic)
  characters may be used in identifiers. Thanks to Vadim
  Godunko for contributing the ISO tables in appropriately
  formatted form.
