So I followed through to the source document, the report of the FDA's (the United States Food and Drug Administration) Office of Science and Engineering Laboratories (OSEL). Within the OSEL is the Division of Electrical and Software Engineering (DESE), whose remit is to look at electrical and electronic technology and software. The DESE exists alongside a number of other divisions, including an Electromagnetic and Wireless lab.
